This is the commander of Nepal's Maoists. It can be fairly said that he is responsible for the deaths of 14,000 people. His brutal assault on the government of Nepal (which cost the lives of many innocent civilians) resulted in the equally reprehensible King's loss of power the the possibility of Maoist representation in a future Nepali government.
